Digital Compass 2030: Guiding Finland's digital transformation

Finland is a global digital front-runner, ranking well above the EU average on digital skills. In 2022, it again ranked top in the DESI human capital dimension with 79% of its citizens having good basic digital skills. The national Digital Compass, the first ones in Europe, formulates a shared national vision and targets for digital transformation and the data economy for 2030. Digital skills together with digital infrastructure, business, and public services form the four key areas of the Compass based on the EU-set requirements. Finland has however, raised the level of ambition even higher to take actions to ensure a democratic, inclusive, competitive and sustainable future for whole society. The digital transformation has its impact also on HEIs and how they operate.
