Julia Clouter is Director of Education Strategy & Policy at Empowering Tech, where she leads education engagement, policy development and implementation strategy across the organisation. She has worked in education for over 25 years as a teacher, SENCO, dyslexia specialist and training provider. 

Drawing on both professional expertise and lived experience of dyslexia and dyscalculia, Julia is passionate about improving access, independence and inclusion for learners with diverse needs. Since joining Scanning Pens in 2019, she has worked nationally and internationally to support the effective implementation of assistive technology across educational settings. 

Julia is a recognised speaker, consultant and author, and the founder of Ask The SENCO, an independent platform supporting educators with SEND practice, implementation and inclusion. Her work focuses on helping schools, trusts and organisations move beyond technology procurement to achieve meaningful and sustainable impact through implementation, leadership and evidence-informed practice. 

She is also an ambassador for Succeed With Dyslexia, a contributor to national assistive technology guidance, and author of The SENCO's Compass.
