Zulkarnain is the current Division Head for Strategic Planning and Communication of SEAMEO SEN, a regional intergovernmental centre focusing on promoting quality education for learners with disabilities in Southeast Asia. He obtained his Master’s dedree in Education majoring in Special Education (M.Ed, Special Education) in 2017 from the National University of Malaysia (UKM).  

He has been working within the education industry for over 16 years, including 12 years of service in SEAMEO SEN. Some of his experiences includes managing inter-governmental projects, organising capacity development programmes, coordinating module development initiatives, micro-training as well as managing inter-governmental, private and cross ministries communication channels. His focus and interest currently are in the areas of SEN support, educational support for the Deafblind and, inter-organisation networking promoting the advocacies for accessibility in digital learning solutions for SEN.
